VA Loan in Illinois: From Offer to Closing, Step by Step

How does a VA loan work from offer to closing in Illinois?

A VA loan purchase in Illinois follows five steps: get your Certificate of Eligibility and a VA preapproval, write an offer that includes the VA escape clause, negotiate the funding fee and seller concessions, clear the VA appraisal, and close. The appraisal is the step that sets VA apart, because it checks both value and VA’s Minimum Property Requirements. Plan for it, and a VA offer can close on the same kind of timeline as a conventional one.

Veterans Day is next week, and it’s a good time to clear up how VA financing really works in Chicago’s Western Suburbs. Buyers who have served often hear that sellers don’t like VA offers. Sellers hear that VA deals fall apart over the appraisal.

Both worries show up online. In an r/RealEstate thread titled “VA Loans in Chicagoland,” a buyer described offers being turned down. On r/homeowners, someone asked “Why would you NOT take a VA loan?”

The rules behind VA financing are written down by the Department of Veterans Affairs, and most of the friction comes from people not knowing them. Here’s how a purchase moves in Yorkville, Oswego, Montgomery, and the rest of Kendall County, from the buyer’s side and the seller’s side.

5 steps of a VA loan purchase in the Fox Valley

Use this as your roadmap. Each step has one or two rules that decide whether the deal stays on schedule.

  1. Get your COE and a VA preapproval. Ask a VA-experienced lender to pull your Certificate of Eligibility and issue a full preapproval before you tour homes.
  2. Write the offer with the escape clause. Include the VA escape clause, a realistic closing date, and a move-in plan that fits VA’s 60-day occupancy guideline.
  3. Negotiate the costs. Decide who pays the funding fee, closing costs, and your agent, keeping concessions within VA’s 4% cap.
  4. Clear the VA appraisal. Expect up to 10 business days for the appraisal in Kendall County, answer any Tidewater request within 2 business days, and handle any required repairs.
  5. Close and file for your tax exemption. If you have a service-connected disability rating, apply for the Illinois disabled veterans’ homestead exemption with Kendall County after you move in.

Step 1: Your COE and preapproval

VA loan eligibility comes from your service record, and the lender confirms it with a Certificate of Eligibility. VA’s quick reference for real estate professionals says an experienced VA lender can typically get a COE in minutes.

There’s no VA loan limit if you have full entitlement. VA’s loan limits page says that as long as you can afford the payment and the appraisal supports the price, the lender sets how much you can borrow.

A full preapproval matters more on a VA loan offer than on most. It shows the listing side that your income, credit, and assets have already been reviewed, which answers the first question most sellers ask.

Step 2: The offer and the escape clause

Every VA purchase contract signed before the Notice of Value comes back needs the VA escape clause. VA’s escape clause page quotes the required language from 38 CFR 36.4303(k)(4), and the lender has to make sure it’s in the contract before closing, or VA won’t guarantee the loan.

The clause says you won’t forfeit earnest money or be obligated to buy if the price exceeds VA’s reasonable value. You can still choose to go forward. It works much like the appraisal gap planning conventional buyers do, except it’s built into every VA contract.

Watch your possession terms on a VA loan. VA’s lender training on loan requirements says you must intend to move in within a reasonable time, which generally means within 60 days after closing. Before you agree to a long rent back agreement, ask your lender whether the dates still work.

Step 3: Funding fee, concessions, and your agent’s fee

The funding fee is a one-time charge based on the loan amount, not the price. On VA’s funding fee and closing costs page, a first-use purchase costs 2.15% with less than 5% down, 1.5% with 5% or more down, and 1.25% with 10% or more down. After first use, the no-down-payment rate is 3.3%.

You don’t pay the fee if you receive VA compensation for a service-connected disability, among other exemptions VA lists. The fee is the only closing cost you can roll into a VA purchase loan, so everything else is paid at closing.

On a VA loan, sellers can pay your closing costs without a VA limit. Seller concessions, such as paying your funding fee, prepaying your insurance, or paying off a debt for you, are capped at 4% of the home’s reasonable value from the Notice of Value.

Your agent’s compensation on a VA loan has its own rule. VA’s Circular 26-24-14 lets a Veteran pay reasonable and customary buyer-broker charges in markets like ours, as long as the charge isn’t financed into the loan and you have the cash to close. VA’s circular index still lists it as valid until rescinded.

The same circular says a seller can still pay your agent, and VA doesn’t count that as a seller concession. Settle this in your buyer agreement and your offer so nobody is surprised at the closing table.

Step 4: The VA appraisal

VA’s Appraisal Fees and Timeliness table, effective May 1, 2026, sets a $650 maximum fee for a one-unit home or an individual condo in most of Illinois, including Kendall County. The turnaround is 10 business days here, compared with 7 in Cook, DuPage, and Lake counties.

A VA loan appraiser checks the price and VA’s Minimum Property Requirements, which look at whether the home is safe, structurally sound, and sanitary. Common flags are a roof that lets moisture in or has little useful life left, and peeling or defective paint on a home built before 1978, which VA requires to be fixed.

If the value looks low, VA’s Tidewater process kicks in. Before finishing, the appraiser contacts the point of contact on the order, usually your lender or agent, and allows 2 business days to send in more closed sales. If the final value is still short, you can ask the lender for a Reconsideration of Value, renegotiate, pay the difference, or use the escape clause.

Illinois is one of the states where VA requires wood-destroying insect information. Under VA Circular 26-22-11, you can pay for that inspection when the Notice of Value calls for it, and you can pay for repairs needed to meet the property requirements. Both are negotiable with the seller.

Step 5: Closing and your Kendall County exemption

Illinois also has a property tax break that many VA loan buyers qualify for. Under the disabled veterans’ homestead exemption, a 30% to 49% service-connected disability rating takes $2,500 off your equalized assessed value, 50% to 69% takes $5,000 off, and 70% or more exempts the first $250,000 of EAV.

If you weren’t living in the home on January 1, the exemption is prorated by month starting with your first full month there. You reapply every year unless you’re rated 100% permanent and total.

The Veterans Assistance Commission of Kendall County, at 811 West John Street in Yorkville (630-553-8355), can help with the paperwork and the Benefits Summary Letter you’ll need. Read how this stacks with the general exemption in our homestead exemption guide.

What sellers should weigh before turning down a VA loan offer

If you’re selling in Yorkville, Oswego, or Montgomery, you can compare offers on price, dates, financing strength, and repair requests. What you can’t do is treat a buyer differently because they served.

The Illinois Department of Human Rights lists military status and unfavorable military discharge as protected characteristics in housing. Keep your decision on the terms, and talk with your attorney if you’re unsure where the line is.

On the terms, a VA loan offer often looks better than its reputation. The appraisal fee and turnaround are set by VA, the escape clause only matters if the price outruns the value, and the Tidewater step gives your agent a chance to defend the price with real sales.

The real questions are repairs and concessions. Before you list, fix the items an appraiser is likely to flag, and price the home so the value supports it. That helps with every buyer, not just one using a VA loan.

How to choose a real estate agent in Yorkville, IL for a VA purchase

Ask any agent you interview how many VA transactions they’ve closed, how they handle a Tidewater request, and how they’d structure your compensation under VA’s circular. Ask how they’d present your offer so the listing side sees your preapproval and plan up front.

On the seller side, ask how they’d compare a VA offer against a conventional one on net proceeds and timing, not on labels. The right answers are specific, with dates and dollar amounts.

Questions Fox Valley buyers and sellers ask about VA financing

Can a seller refuse a VA loan offer in Illinois?
A seller can choose among offers based on price, dates, financing strength, and repair terms. Illinois law lists military status as a protected characteristic in housing, so the decision can’t be based on the buyer’s service. Talk with an attorney if you have a specific question.
How much is the VA funding fee on a purchase?
For first use, VA charges 2.15% of the loan amount with less than 5% down, 1.5% with 5% or more down, and 1.25% with 10% or more down. After first use, the no-down-payment rate is 3.3%. Veterans who receive VA disability compensation are exempt.
Can a VA buyer pay their own agent?
Yes, under VA Circular 26-24-14, which VA lists as valid until rescinded. The charge must be reasonable and customary, can’t be financed into the loan, and counts toward the cash you need to close. A seller can still pay it instead.
How long does a VA appraisal take in Kendall County?
VA’s fee and timeliness table effective May 1, 2026 allows 10 business days for most of Illinois, including Kendall County, with a $650 maximum fee for a one-unit home or condo. If the value looks low, the Tidewater step adds a 2 business day window for more sales data.
Can I rent back to the seller after closing on a VA purchase?
A short rent back can work, but VA generally expects you to move in within 60 days after closing. Confirm the dates with your lender before you agree to anything longer.
